Explanation of Changes Used for Calculating N.C.'s Economic Development Tiers

In 2018, the North Carolina General Assembly eliminated the so-called 'adjustment factors' that in previous years were part of the methodology used to calculate the state's ecomonic development tiers.  (S.L. 2018-5, Section 15.2.a).   This memo explains these changes in greater detail.
