Local Resolutions expressing opinions on Alignment Study prior to March 30, 2022
The North Carolina Department of Commerce and the NCWorks Commission received a number of resolutions from local government bodies over the course of the workforce board system alignment study. Those resolutions are presented here in the spirit of transparency. Each of these resolutions were written and received prior to the Governance and System Alignment committee of the NCWorks Commission completing its study and presenting its recommendations and guiding principles to the full Commission (which is scheduled for March 30, 2022). It should be noted that many of these resolutions contain inaccurate information regarding the nature of the NCWorks Commission study and next steps. Absent particular conditions such as a failure to comply with certain federal requirements (WIOA Sec. 184(b)(1)(B)(iv)), to maintain fiscal integrity, or to perform successfully as defined by federal regulations (20 C.F.R. § 679.260), any change in boundaries for local workforce development boards will only happen with the agreement of local elected officials, who will continue to help determine the structure and makeup of their local workforce boards, in accordance with federal law.
