DRAFT | 2023 CDBG Consolidated Annual Performance and Evaluation Report (CAPER)

Periodically, the Department invites the public to comment on various administrative plans or proposals.

Currently, the State of North Carolina is seeking comments on the proposed 2023 Consolidated Annual Performance Evaluation Report, also known by the acronym CAPER.  This draft document, the 2023 CAPER of the State of North Carolina, serves as the annual report to the U.S. Department of Housing and Urban Development (HUD) for funding for the following programs:

• Small Cities Community Development Block Grant (CDBG);
• Emergency Solutions Grant (ESG);
• HOME Investment Partnership (HOME); and
• Housing Opportunities for Persons with AIDS (HOPWA).

We invite your comments on this report, and this comment period will be open from April 2, 2024 through 5:00 p.m. on May 1, 2024.

Written comments will be accepted until 5:00 p.m., May 1, 2024 and can be made via email to John.Brooks@commerce.nc.gov, by fax to (919) 715-0096, or postal mailed to John F. Brooks, Attn: Public Comment, Rural Economic Development Division 4346 Mail Service Center, Raleigh, NC 27699-4346. All mailed comments must be postmarked no later than May 1, 2024.

In addition, a virtual public hearing to present this report and take your comments will be held on Tuesday, April 16, 2024 from 10:00 am to 1:00 pm.
