Commerce Secretary Keith Crisco today announced that five North Carolina communities will receive $1.23 million in Small Cities Community Development Block Grant Tax Credit Housing Development funds to provide housing and related needs for low- and moderate-income residents.
The CDBG grant awards will assist in constructing 245 affordable housing units and supporting infrastructure for the projects, including safe water and sewer lines, road improvements and sidewalks. The grants range from $240,000 to $250,000. The funding is awarded to local governments to strengthen neighborhoods, rehabilitate homes and address critical infrastructure needs in a community.
“North Carolina citizens from all walks of life share a basic need for safe, accessible housing,” Crisco said. “We are committed to improving conditions for our needy residents and doing our utmost to improve the quality of life for all North Carolinians.”
The projects, administered by the Commerce Department’s Division of Community Assistance, include the following communities, listed by town, amount of award, and project:
- Elizabethtown, $240,000, to assist in the construction of Swanzy Ridge Apartments, a 40-unit multifamily rental complex, extend sewer lines and upgrade an existing pump station.
- Hudson, $240,000, to aid in the development of Pine Mountain Trace Apartments, a 40-unit multifamily complex, install water and sewer lines, and extend the public street with related drainage improvements.

Laurinburg, $250,000, to assist with the construction Scottish Glenn II Apartments, a 40-unit rental property, and install sewer lines, manholes, sidewalks, storm drain catch basins and a required turning lane.

Mebane, $250,000, to use for pedestrian improvements and environmental abatement related to the conversion of the historic Durham Hosiery Mill into a 75-unit affordable rental development called Mebane Mills Lofts.

Roanoke Rapids, $250,000, to assist in the construction of Chapel Ridge Multifamily Apartments, a 50-unit multifamily complex, extend public water and public sewer lines, and partially pay for the extension of sidewalks leading to the apartments.
CDBG funding is allocated to the state from the U.S. Department of Housing and Urban Development.
