DRAFT | 2023 CDBG Annual Action Plan Reports

Periodically, the Department invites the public to comment on various administrative plans or proposals.

Currently, the State of North Carolina is seeking comments on various plans related to the Community Development Block Grant (CDBG) program. Following the public comment period and a final review, these plan reports will be submitted to the U.S. Department of Housing and Urban Development (HUD).

On this page, you'll find draft versions of:

• The 2023 Annual Action Plan report;
• The FY22 Recovery Housing Program Action Plan.

Elsewhere on the site, the draft version of the state's 2022 Consolidated Annual Performance Evaluation Report (CAPER) can be found.  A public comment period if also open for feedback on the draft CAPER.

The comment period for the Annual Action Plan and the Recovery Housing Program plan is open from May 5, 2023 through June 3, 2023. Written comments will be accepted until 5:00 p.m., June 3, 2023 and can be made

• by fax to (919) 715-0567, or
• postal mailed to Valerie D. Moore, Attn: Public Comment, Rural Economic Development Division 4346 Mail Service Center, Raleigh, NC 27699-4346. All mailed comments must be postmarked no later than June 3, 2023.

In addition, a virtual public hearing to present each report and plan will be held on Thursday, May 18, 2023 from 10:00 am to 1:00 pm.
